Yes, specifically that, as described here.

In 1832 Joseph Livesey and seven Preston workingmen signed a pledge that they would never again drink alcohol. Other groups of working men followed the example of Livesey and his friends and by 1835 the British Association for the Promotion of Temperance was formed.

Looking on the internet, I see that the expression has since been hijacked by causes other than that of alcohol, but (at least in BrE) it still has that connotation.

Generalmente se traduce como "juramento a la bandera" lo cual indica compromiso con el estado.
