To tell you the truth, I knew that it meant a person from Liverpool but wasn't aware it was also a type of food. So, the answer to your question obviously is no, I was never obliged to eat it. It must be something very regional as I certainly never saw it "down south" where I lived.
As far as British staples, a lot of them are good if cooked using good quality ingredients and TLC, but I guess that goes for about any dish.
