This is what it seems to say:

Estacionar el vehículo y constituyendo un peligro y obstaculizando gravemente el tráfico de vehículos.
(Estacionar en un carril de la TF 13 para consultar GPS)

That's the road in north Tenerife between Tegueste Tejina and Bajamar, if that's any help.
