este tio tiene nivel: it's not a plain (common) man, he is (I supposse) a skillfull programmer (so he's in another level).
He's is in another level--> he's in a higher level--> "this person has level" este tío tiene nivel.

Sosia, no soy gurú en programación. Sólo que cuando aprendo algo interesante lo escribo en mi blog para que otra persona pueda aprender.

Elaina, la palabra "nivel" puede tener muchos sinónimos. Por ejemplo:

Mi nivel en inglés es medio.

El nivel de agua en la represa es muy bajo.

Estoy en el nivel 9 de Mario Bros.
