I read it differently than poli: when I read it, I interpreted it as "Tutorial three has been uploaded to the appropriate server/web site, and is available for you to download."
We upload files/videos/audios/documents to a server or web site. When they are up (on the server or web site), they are available for other people to download (retrieve) and use at their convenience.
