-Best,/Best!

Is it correct to use Best to replace Best Wishes?

I have never seen Best/, best!.

As you wrote, best wishes makes more sense, and it's traditional.
You can also use all the best.

According to this wikipedia article on the term "valediction"/"complimentary close", "best" is one of a number of expresses used as valedictions/complimentary closes in email that are rarely used in letters.
