Fair/distinguishable

An exam should treat all students equally. One answer would get the same mark even from different teachers. So an exam should be fair.

An exam should be able to let students get marks through hard work. The harder they work, the higher the marks they get. So an exam should be __.

What adjective should be used? I invented the whole thing. It is possible that an answer does not exist.
