What's the difference between to and on?

-The goal is to find a commmon agreement __ the issue with negotiators hoping to reach a deal within two weeks on global carbon emissions.

These small prepositions are always the hardest to learn. If you use to you will be understood, but on works best here. They both would have the same meaning, but to sounds wrong here.
