Nunca he visto a nadie aparcar en doble fila en el Reino Unido tampoco, pero conozco la frase. Y no es desconocida en EEUU: COCA contiene 21 referencias, que incluyen los guiones de Collateral y Oceans 12.

Yes, double parking is a very common term and it is practiced (illegally) in large cities. Aquí se dice doble parqueo entre hispanos.

By the way Bob, what city is that of photo of? --San Francisco?

En BrE "practice" es el sustantivo y "practise" el verbo. (En AmE los dos son "practise").
