Hola

can someone help me to translate this phrase into English? the entire sentence is this:

"El texto de dicha normativa recoge incentivos fiscales para fomentar la inversión en la industria del cine, pero ni una sola palabra sobre la formación de la nueva generación de directores, actores o guionistas."

I'd go with something like,

The text of said regulations [rules]...

Or

The text of the aforementioned rules...

I agree with Pablo, although I'd use "law" (perhaps "regulation") instead of "rules"

And apart from his proposals, I'll add "the text of such law"
