Yes, but I don't quite like it and I don't know why. I would say

The city council is making prevision for cycle lanes in the city
... is providing cycle lanes in the city.

P.S. After two minutes, equipping sounds ok.

to provide = to make prevision?

In the sentence "... is providing/equipping cycle lanes in the city", I understand they are already building cycle lines.

If prevision is the same that the Spanish "previsión", and that is what the dictionary says, I would think the city council hasn't started yet to build the lanes, and they are just planning a project.

I am translating "make prevision" as "hacer previsiones". Am I wrong?

Nope, it was not a typo. Provision in the singular is quite correct and normal, at least for BrE.

'make provision' occurs 133 times in the BNC, compared with only 9 hits on 'make provisions'. :)

Ah - sorry everyone. The confusion arose from this post of Poli. I'm not sure whether his provisions is a typo when correcting my prevision:
