This sentence appeared in a news article:

El 8% de los migrantes de los que se tiene registro entre enero y el 19 de abril de este año son niños, informó Parkin.

What does "se tiene registro" translate to in English? My guess is "they have a record." Is this correct?

Where 'they' means no one in particular, yes.
