I would say "¿A dónde vas?" meant where are you...

I would say "¿A dónde vas?" meant where are you going to =(whither) ...motion towards
and "¿Dónde estas?" where are you? ........ no preposition, no direction, static situation.

Apart from your use of ¿ and ¡, English and Spanish punctuation seem remarkably similar. Just do what seems correct to you, and you will be nearly always correct. I cannot think of any exceptions....
