Yo siempre he querido hablar español.
From your three sentences, the last one is correct, but not the most usual way to express it. siempre tenía ---> it's used in sentences about the past to give contextual information siempre vivió ---> you're talking of a different person. Sentences one and two, although not perfect, clearly and unmistakably communicate the notion you intended, what is very important.
