Que / Quien

Hi all,

I have encontered these two phrases:
  • las personas quien tienen dificultades económicas
  • la persona que iba sentada delante
Is there a reason why the first one uses "quien" and the second one uses "que", or both may be used?

The author, or the translator, of the sentence made a mistake when they wrote 'quien'. It has to agree in number with subject - "las personas quienes tienen ...".
But it sounds much more natural to use 'que' - "las personas que tienen ...".
