In a school transcript from el Estado de México these 3 letters appear just before the Principal's name, as though it were some sort of title or degree earned. My research has turned up nothing. I hope someone can tell me how to translate it. Thanks!

Yes, it's right there on the first page of the transcript directly underneath
GOBIERNO DEL ESTADO DE MEXICO SECRETARIA DE EDUCACION, CULTURA Y BIENESTAR SOCIAL SUBSECRETARIA DE EDUCACION MEDIA SUPERIOR Y SUPERIOR CLAVE CENTRO DE TRABAJO 15ECT0051P LA DIRECCION DEL CBT [name of person], COACALCO just where English might place a title, military rank etc. immediately before the person's name |

Angélica and Rusty, what an idiot I am! Just now thought to Google the person's name and it turns out to be the name of the school itself, so I'll feel confident to go with the suggestion in your post #2 here. Sorry to have led you on a wild goose chase, through my own carelessness!
