I would translate that phrase as::
"Siempre terminan/acaban llegando donde comenzaron."

Some more posibilities:
Siempre acababan en el mismo lugar de donde salieron. Siempre acabaron llegando a donde comenzaron. Siempre terminaron en el mismo lugar donde habían comenzado.
