I have never seen nor heard velozmente but RAE states it's a valid word
I have heard con una velocidad rapida. I know that veloz would be understood too. Then, there's always fugaz.

The man runs quickly/fast/rapidly.
El hombre corre veloz/velozmente/rápido/rapidamente. Most adverbs in Spanish use the -mente ending, but some can be shortened, and appear the same as the corresponding adjective. Rapidamente and velozmente are two examples of adverbs that can be shortened to rápido and veloz respectively. You would not say *con veloz, but you could say con mucha velocidad.
