Which translation is better for a legal document in English, if it must be written in words?

TWO THOUSAND THIRTEEN (literally)

or

TWENTY THIRTEEN (the way it's generally spoken)

Either is valid in American English.
I prefer the first format, since I never speak the year the way you generally hear.
