"Que haya" is the correct construction.
"Que hayan" is frequently used, but not correct in this case.
Tip: If you can make the sentence in the indicative and it's an impersonal "hay", then you definitely must use the third person singular:
- Hay quienes no (les) creen a los científicos.
- Hubo quienes no (les) creyeron...
- Habrá quienes no (les) crean...
- Había quienes no (les) creían...
- Habría quienes no (les) creerían...
- ...que haya quienes no (les) crean....
- ...que hubiera quienes no (les) creyesen...
...
You would use "hayan" when it's a compound conjugation:
- Es muy grave que algunos no (les) hayan creído a los médicos.
- No es posible que no (les) hayan preguntado a los expertos.
*I put "les" in a parenthesis, because in Mexico we use this redundant construction all the time, but it's not the same everywhere.
** Side note: "Es increíble que hay" is not a valid construction, because expressing your opinion with this structure needs the subjunctive.
