That's pretty much what it means. Here's how I would translate it. Who drives like that. Pay more attention. It's not like you're or anything.

¡Quién condujera así! depends on its intonation. With a "longing" tone, it means a sana envidia -the good one- about the abilities of that driver, who is praised by that sentence. Said with exasperation, it is a dated way to criticize the driver what includes the negation -hence subjunctive- of the observed action (sort of "I can't believe what I've just watched")
