Let's say that the Asociation of Writers had several wings according to different convictions.

Oficialismo is just the party or coalition in power now, no matter its ideology.

Escritor del ala oficialista means a writer among those within the association that supports the views, policies and interests of the party or coalition in power.

How tolerant or fanatical, frank or conniving, independent or servile the individual is and what views, policies and interest they support , it all depends on the individual and the kind of oficialismo. Being the CCCP involved, we know, but that doesn't affect the general meaning of the word oficialismo.
