I want to say (more or less):

En el Parlamento, la élite gobernante discutía sus asuntos y promovía leyes.

In the Parliament, the ruling elite discussed their bussines and promoted laws.

What do you think? Thanks.

Strangely, I am a little dyslexic but am very good at seeing the mistakes others make. And yes, I have been told I am a very demanding teacher (un profesor exigente).

You should know that discuss and discutir are not good cognates. To my knowlege discutir oftenimplies contention. The word discuss
is usually neutral unless context changes its meaning.

The same in Spanish, we can say "debatir un tema", talk about, examine, study a topic, instead of "discutir un tema".

Normalmente, en el parlamento se discuten diversos temas (and they are not quarrelling).
