Regarding
En nuestro colegio no hay reglas ‘sobre’ el peinado de los alumnos.
Algunos profesores son muy estrictos ‘sobre’ el uniforme.

Can ‘sobre’ above be replaced by these three expressions?
• en cuanto a
• con respecto a
• en relación con


Are there any more expressions in Spanish that could be used instead of ‘sobre’?

Yes, all correct. In addition:

en referencia a
en alusión a
tocante a [more 'literary']
referente a [more 'literary']
