p.18 Roland was interviewed, out of courtesy he decided, but the job went to Fergus Wolff, [...]
What do the red words mean? The structure is strange: decide does not make sense with out of courtesy.

I think a slight change in punctuation would help.
Roland was interviewed out of courtesy , he decided, but ... Roland decided it was out of courtesy that he was interviewed, but ... It was out of courtesy that Roland was interviewed, but ...
