The phrase means 'very similar' or 'very alike'. It also means 'identical' or 'indistinguishable'.
The phrase isn't always used to describe people, so I think that rules out that it also carries a 'strong emotional tie' meaning. It just means that it's hard to tell the difference between the objects so identified, whether they be animate or inaminate. I think it's safe to say that the phrase suggests a certain closeness;
as in "They're like brothers.". "...in a pod" suggests common circumstances...
