Fulanismo

It's used negatively in the game politics. I'm not sure what it means. I believe it is not especially related to fulano as in fulanito de tal.
Is is populism?

No. It is a way to look down on people. Treat people as "nobody" . Not recognizing them for anything.

Do you recognize the word "ningunear"?

I have heard that word in my country but that is used for referred to other person.

For example if I can say.

Look that person who he is doing it?

Ve a ese fulano que esta haciendo.

I hope you can understand my concept.

Así como he visto "fulanismo" utilizado en algunos periódicos, es un término despectivo que significa otorgar mucha más importancia a los nombres de los actores políticos en vez de a su compromiso con su partido o sus votantes (ya no digamos con sus presuntos ideales).

It all seems to have origin in the article "Sobre el fulanismo" written by Miguel de Unamuno in 1903.
