Agree with Ambarina, and with chileno, that usually it comes with a bad connotation.
Something like "this (strange/bad) kind of thing happens everywhere else, it's the same the world over -Han vuelto a subir los impuestos -En todas partes cuecen habas Se ha destapado un caso de corrupción -En todas las partes cuecen habas Saludos ![]()

@bonidan: "En todos lados se cuecen habas" is literally "Broad beans are cooked everywhere", which means that everyone can do wrong things.
"Partout cuit-on des fèves" (C'est pareil partout)
