In context this appears to mean instead.
I have never seen the term used before. Is it commonly used?
Is my translation correct?

My dictionary gives failing that, instead:

limpiar con desinfectante o, en su defecto, con aqua limpia
clean with disinfectant, or, failing that, use clean water

el director o, en su defecto, su secretaria
the director or, in his absence, his secretary

That's right. It is commonly used, if maybe with a slight tinge of scholarly, highbrow flavor...

Although, on a second thought, as you see in Perikles' examples, it is something a housemaid would read in some instructions on how to clean something, and she'd have no questions about it.

Usa los consejos de los foreros o, en su defecto, consulta un buen diccionario...

Like Moliner here, (she indicates to be a 'formal' word/expression)

En defecto de (formal; generalmente con «su» referido a algo mencionado anteriormente). A falta de la persona o cosa de que se trata: ‘La documentación debe incluir el título académico o un certificado de estudios en su defecto’.

And DRAE,
en su defecto. 1. loc. adv. A falta de la persona o cosa de que se habla, especialmente de algún requisito.

Bueno, lo debo haber visto por alguno de estos foros, si no en este, en otro..., pero, sí, lo de "forero" suena bonito y elefante... digo, ¡elegante!
