Maltrecho

Does it mean averiado or roto, or does it have an additional meaning?

Malparado, que no funciona bien.

Averiado y roto have both meaning, total damage (it does not work at all) and partially damaged (still works somewhat)

Maltrecho: Maltratado, malparado.

Maltratar: Tratar mal a alguien de palabra u obra. Menoscabar, echar a perder.

I don't know about "malparado", because it's not used like that in Mexico, but "maltrecho" can be used in both of your sentences, Poli.
