A party dress or "vestido de fiesta" is a dress that would not be appropriate for school or to go to the mall, etc.
The dress would be made of a fancy material, might have sequins or sparklies, or lace and might be poofy or have poofy sleeves and most importantly....you would not wear sneakers with it. This would be a dress that you would wear maybe to a party or to a fancy restaurant or or maybe even to church/synagogue/temple, etc.
