En esta frase:

"Entreabrió el capote, deslizó las capas de ropa interior hasta los tobillos, se puso en cuclillas y orinó"

¿Qué son las capas de ropa interior?

"Capas de ropa interior" = "Prendas de ropa interior" (pantimedias, braga...)

Tener puestas varias prendas una sobre otra es traer varias capas de tela.

Coincido con angélica.
Antes era normal tener varias capas de ropa, una encima de la otra. Si querías orinar, tenías que bajártelas todas. El mal olor por llevar la misma ropa se tapaba con perfumes.
En este caso, la persona quizás llevaba unos calzoncillos, luego unos pantalones interiores finos, luego otros distintos y por fin los normales.
