Ive seen many spanish dictionaries say tear/rip in spanish is romper and rasgar, is their a preference in some countries? are they interchangeable in this case?

Use rasgar.

Romper has more meanings than rasgar does, so they are not totally interchangeable. The only time I see them used interchangeably is when 'breaking' an object is done by tearing it (like paper).
