I'm not sure exactly either, but I think maybe Robindesbois is referring to one of those 'weatherwisdoms' you often find in 'almanacs'.
Something like: If there is a lot of snow at the beginning of the year, it will be a good year (or there will be a lot of good weather - something like this). We have sayings like this in Dutch about it freezing before Epiphany e.g. but I can't find a lot of truth in them
At any rate I am sorry but I have no idea about an English equivalent for this.
