This I think depends on context, there is a difference.
'A card game' is a definition or description, but 'a game of cards' is less formal:
Poker is a card game in which bluffing is an important tactic.

Poker is game of cards in which bluffing is an important tactic.
But you would never say "Do you fancy a card game?

" but always "Do you fancy a game of cards?
