"To write a budget" (plan is redundant IMO). Possibly "to budget" in some contexts, but that's normally more specific: "We've budgeted X for Y" where Y is something specific.

Eso es cuando se pide el precio estimado de un producto o servicio. "Presupuesto", como sinónimo de "cotización", es "quotation". Pero en la pregunta de Irma, lo interpretamos en el sentido de hacer un plan de gastos.
