echarse el/un taco de ojo = to ogle, scope out, or look at someone who is easy on the eyes (eye candy / handsome / beautiful)(both sexes can use the same expression)

Your phrase should be written:
Pues, usted ya se echó el taco de ojo y apenas estamos empezando.
And it means:
Well, you've already been scoping out the babes/guys and we're barely getting started.

"Taco de ojo" can also be used literally, in other words, a taco containing a chopped up and cooked cow eye.

In which country would I find the literal version? I'm thinking Mexico, but can you also get it throughout Central and South America?

I never saw tacos of any sort in Central America.

For example I was barely staring to see you, because you are very beautiful, then the the motive of the use of the word in my country is as piropo, then you can go for the street with three friends, and we can say, hey you can watch her, yes, because we barely are starting to see her as is of good. jajja

In my school, when we are eating in the coffetary, we are only friends and is passing a beautiful woman and we can see when someone stay like a fool watching her. and we say te echastes un buen taco de ojo. or when is a party and there are a lot of women beautiful talking to you and the friend say te estabas echando un taco de ojo.
un buen taco de ojo mean, cuando you´re watching another person saying , she is so beautiful. *_* but I can´t say taco de ojo en ingles, sorry.

Un modo de decir echar el taco de ojo en ingles es to give him/her the big eye. Corríjame si estoy incorrecto, pero otro modo de decir echar el taco de ojo en españoles dar el ojito. ¿Estoy en lo cierto?
