Significa instigar alguien hacer algo--o tal vez desafiar a alguien con palabras. ¿Existe un dicho en español semejante?

I think:
echar leña (al fuego) = to add fuel to the fire


to egg someone on = incitar a alguien a hacer algo (o portarse mal)(o pelearse)
to egg someone on = azuzar, incitar, provocar

también se usa "echar leña" como provoca, en sentido figurado
ej:
"Javier estaba enfadado por los malos resultados de Calidad, y Jorge seguía echando leña al fuego, presentándole nuevas quejas de los clientes. Javier no pudo más, lanzó un grito y se fue de la sala"

others cizañeando, metiéndose con él, forzando la situación, irritar, enfadar, crispar, etc

Algunas más: instigar, aguijonear, picar, pinchar = Mortificar, provocar o zaherir. Decirle o hacerle a alguien cosas para que se enfade.

"Buscar camorra" "buscar bronca" "hacer de rabiar" "buscarle las cosquillas a alguien" "meterse con alguien" "buscar las pulgas" "mojar la oreja" (¡me había olvidado de esa!) "sacar de quicio" "tocarle las narices a alguien" (también "tocarle los c*j*nes" "tocarle los h*ev*s" = siendo estas expresiones malsonantes... en España se oyen... más a menudo de lo que se pueda pensar.)

Bueno, menos mal que estoy bloqueado y no se me ocurrían expresiones, y que se me borró el post... que si llego a estar inspirado os habría estado "dando la lata" "la murga" (molestando y fastidiando) "hasta que San Juan bajase el dedo..." (Suerte tenéis que esta noche tengo prisa...)

"To egg someone on", Based on my knowledge of English, this term is used in a negative context, e.g. to encourage someone in doing something mischievious or bad.

That's right. More often than not, to egg on like to instigate has a negative sound to it.

I wouldn't use "fomentar" in the sense of encouraging somebody to do something. I'd say "fomentar" something (an habit, savings, etc.).

I agree with Irma. "Fomentar" doesn't sound good to me in that context either.

In Mexico we use "sonsacar", when a person convinces someone of doing something they shouldn't be doing, but it's not exactly to instigate someone to do things like fighting or things like that.

Cuando me iba a poner a trabajar, Juan vino a sonsacarme y nos fuimos al cine.
As I was starting to work, Juan came and egged me on to go to the movies.

Vete, si me sonsacas otra vez, nunca voy a terminar mi trabajo.
Go away, if you distract me again, I will never finish my work.

Ese vendedor vino a sonsacarnos y compramos muebles que no necesitábamos.
That salesman sweet-talked us and we bought furniture we didn't need.

Wow, (never heard that usage...) I am only familiar with "sonsacar" as in DRAE,
1. tr. Sacar arteramente algo por debajo del sitio en que está. 2. tr. Procurar con maña que alguien diga o descubra lo que sabe y reserva.
3. tr. Solicitar secreta y cautelosamente a alguien para que deje el servicio u ocupación que tiene en alguna parte y pase a otra a ejercer el mismo o diferente empleo.

Yup, same here... I knew definitions 2 and 3... #1 just when I read it in DRAE... (or probably was sitting there in my genetic memory... of a long, long past yesteryear?)

Throwing fuel on the fire is also used figuratively, and that's the sense in which Rusty was using it.
