Shadow cabinet = gabinete en la sombra
I've heard it so many times that I'm sure it's correct.. ![]() Edit: @alec: I googled 'gabinete paralelo' and it showed a lot of web sites in Portuguese!!! ![]() I've heard the expression "gobierno paralelo" referring to an opposition government that's established outside of the country. En la Argentina es "gabinete paralelo". Lo de "ministro en las sombras" transmite la idea de que el oficialismo tiene un personaje poderoso que sin cargos formales ejerce una influencia importante.

Puede ser, Chileno... en España lo de "ministro en la sombra" o "gabinete en la sombra" parece ser que es lo que se usa en lenguaje periodístico... y seguro que siendo de la oposición van a desafiar los programas y conclusiones del partido en el poder...

Cómo "shadow cabinet" con shadow como adjectivo, que significa que al igual que la sombra de una persona aquélla calca su silueta y todos sus movimientos, ha llegado a convertirse en "gabinete en la sombra" -en un lugar obscuro- o "en las sombras" -en un lugar obscuro, o varios

Well, it seems like "ministro en la sombra" it's a calque of the English expression. It is not understood literally, but more with the figurative meanings of "shadow" in English. As in,
shadow 15. a person who follows another in order to keep watch upon that person, as a spy or detective. The minister in the opposition party must be somewhat a shadow for the guy who is holding the power (that's my guess), in order to control and monitor their activities, and jump at any mistake, so "he gets points" for the next election, and knows what to do when taking over the power... Shadow as a verb is also, 19. to follow (a person) about secretly, in order to keep watch over his movements. (In the case of a minister the “secrecy” may or may not be a factor... but probably is.) Also I see this other definition of “shadow” which seems to apply, 24. without official authority: a shadow government. Whereas the opposition has no official authority, no doubt it can influence the actions of the party holding the power.

Exactly, "ministro sombra", "ministerio sombra", not "en la/s sombra/s". Again, "ministro sombra", "ministros sombra", an adjective with 'a touch of adverb', and not "en la/s sombra/s", complemento circunstancial de lugar. That's why "ministerio paralelo".
I fail to see a relation between those meanings you quoted -follow without being noticed- and "shadow cabinet" that is something like "being noticed with or without following -nobody really cares if it does-".
