I don't think that is what it means. It concerns saying what you think when this offends somebody or causes an argument. Typically an argument between married people

. If you lose your temper and say something 'unwise' then the time and effort taken to repair the damage can be huge. (I know!)
The less you say in anger, the more quickly the damage can be repaired.
