			The headline is hard, because the words don't really make sense "in cloth of judgement?"  But I think it means maybe that they are being judged.  And discapacitada, maybe there was discrimination against a disabled person.

			"poner en tela de juicio" literally, to " place in cloth of judgement", is something like "to place in the court" It means to question, to call in/into question, cast doubt on someone or something. LAPD, otra vez en tela de juicio Afroamericana discapacitada habría sido sometida a golpes. The LAPD is in question again disabled afroamerican woman was hitted to aquiesce/give in/humble.
